New Delhi: Medical device manufacturers and importers in India are now required to re-obtain the Market Standing Certificate (MSC) and Non-Conviction Certificate (NCC) following an upgrade to the Central Licensing Authority’s online system. The Central Drugs Standard Control Organisation (CDSCO) has introduced an auto-generated certification process aimed at simplifying the regulatory procedure.
In a public notice, the Medical Device Division of CDSCO said, “To simplify the regulatory procedure, the current online application workflow for grant of Market Standing Certificate (MSC) and Non-Conviction Certificate (NCC) for medical devices is upgraded with a new workflow for auto-generated certification.”
Following this update, the notice further directed that: “All concerned stakeholders shall re-submit fresh MSC and NCC applications from the date of issuance of this notice, i.e., April 9, 2025.”
According to the CDSCO, an NCC certifies that a medical device company—whether a manufacturer or importer—has not been convicted of any offenses related to the safety or quality of medical devices. It serves as proof of regulatory compliance.
Meanwhile, an MSC officially verifies that a company meets regulatory standards and is typically required for export-related purposes or participation in tenders.
A guidance document previously issued by CDSCO notes that these certificates are applicable only to medical device manufacturers or importers in India who possess valid manufacturing or import licenses.
